Council endorses new plan to support Mackay’s growing business community
Council has endorsed a new Small Business Action Plan at today’s ordinary meeting of council.
The plan reinforces council’s commitment to making it easier for small businesses to operate, grow and thrive across the region.
Developed in partnership with the Mackay Region Chamber of Commerce and a range of local industry partners, the plan outlines practical, achievable actions council will take to support Mackay’s diverse small business sector.
Co‑Chair of council’s Economic Development and Growth Strategic Advisory Committee (EDGSAC) Cr Belinda Hassan said small businesses were vital to the region’s economy and community.
“Small businesses are the backbone of the Mackay region, and this action plan is about making it easier for them to do business with council and succeed locally,” Cr Hassan said.
“More than 800 new businesses were established across the Mackay region over the last few years, with more than 12,500 businesses currently operating across the region.
“With that in mind, it’s critical that council continues to listen, collaborate and respond to the real challenges faced by business owners.”
On June 18, 2025, council re‑signed the Small Business Friendly Commitment, reaffirming its focus on reducing red tape and improving the operating environment for small and family businesses.
Shortly after, council commenced an extensive engagement program in collaboration with the Mackay Region Chamber of Commerce.
The engagement program included an online survey, four community consultation sessions held in Andergrove, Sarina, Mackay and one online session, and concluded with a leadership workshop at the end of 2025.
These activities were designed to better understand the local operating environment and identify priorities for the Small Business Action Plan.
The endorsed Small Business Action Plan provides council with a clear, evidence‑based framework to deliver on its Small Business Friendly Commitment and respond directly to priorities identified by the local business community.
Cr Hassan said the plan struck a balance between structure and flexibility.
“This plan focuses on practical actions that improve regulatory navigation, strengthen business capability and foster collaboration with industry and delivery partners,” she said.
“Importantly, it also allows flexibility so council can respond to emerging opportunities and challenges.”
The Small Business Action Plan includes 26 action items divided across seven key pillars:
Better access to small business information
Clear regulatory process navigation
Practical capability‑building support
Stronger procurement pathways
Networking and collaboration opportunities
Support for youth and startup businesses
Promotion, engagement and ongoing support for small business.
Mackay Region Chamber of Commerce President Geoff O’Connor (SBB Partners) said the plan reflected strong collaboration between council and the business community.
“This action plan is a direct result of meaningful engagement with local businesses,” Mr O’Connor said.
“By working together, council and the Chamber can deliver practical initiatives that reduce barriers, build capability and create real opportunities for small businesses — with a strong focus on accountability and outcomes.”
Endorsement of the plan will enable council to progress to targeted implementation from July 2026 to June 2027, with outcomes monitored in collaboration with the Chamber and industry partners.
